In a major step towards strengthening cyber security and combating the rapidly growing threat of cybercrime, the Government of Gujarat has officially approved the establishment of the Cyber Centre of Excellence (Cyber CoE), Gujarat. The institution will function as the State’s apex cyber policing and cyber security body under the supervision of the Home Department and Gujarat Police.
The resolution issued by the Home Department highlights the increasing challenges posed by online financial frauds, phishing attacks, ransomware, identity theft, digital arrest scams, social media exploitation, dark web activities, cryptocurrency-related crimes, and AI-enabled cyber frauds. With digital technologies expanding rapidly across governance, banking, commerce, and communication, the Government has decided to create a highly specialized institution to tackle evolving cyber threats.
The Cyber CoE will function under the overall supervision of the Director General of Police (DGP) and Head of Police Force (HoPF), Gujarat State. The institution will also serve as the Gujarat Cyber Crime Coordination Centre (G4C) and act as the nodal agency for coordination with the Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs, Government of India.
State Cyber Crime Cell to Merge into Cyber CoE
As per the resolution, the existing State Cyber Crime Cell, CID Crime & Railways, Gandhinagar, currently operating from Karmayogi Bhavan, will be merged into the newly formed Cyber CoE. The institution will supervise and provide technical support to all cyber cells, cyber police stations, cyber labs, and specialized cyber crime divisions functioning across Gujarat.
Major Objectives of Cyber CoE
The Cyber CoE has been established with the aim of strengthening Gujarat’s cyber policing ecosystem through:
- Advanced cybercrime investigation support
- Digital forensic analysis
- Cyber intelligence and threat monitoring
- Research and development on emerging cyber threats
- Specialized cyber training programs
- Development of cyber investigation tools and methodologies
- Public cyber awareness initiatives
- Policy support to the Government on cyber security matters
The institution will also ensure technical standardization, operational coordination, and quality assurance across all cyber policing units in Gujarat.
Six Specialized Units to Function Under Cyber CoE
The Cyber CoE will operate through six major specialized units:
1. Cyber Crime Investigation Unit
This unit will investigate financial cyber frauds, cryptocurrency crimes, hacking incidents, dark web activities, ransomware attacks, and organized cybercrime syndicates. It will also include advanced digital forensic capabilities, AI-driven behavioural analysis, and augmented reality support for investigations.
2. Cyber Intelligence & Threat Analysis Unit (CYINT)
The CYINT unit will focus on:
- Open-Source Intelligence (OSINT)
- Social Media Intelligence (SOCMINT)
- Dark web surveillance
- Emerging cyber threat monitoring
- Financial intelligence gathering
- Technical interception support as permitted under law
3. CRIMENET Unit
This unit will monitor and investigate:
- Cyber-enabled human trafficking
- Online narcotics trade
- Financial cybercrime networks
- Organized cybercrime syndicates
- Anti-national and terror-related cyber activities
The unit will also strengthen cross-border cyber intelligence sharing and surveillance operations.
4. AI-Driven Predictive Policing Unit (AIPL)
The AIPL unit will leverage Artificial Intelligence and big data analytics for:
- Predictive policing
- Crime forecasting
- Suspect profiling
- Data mining and analysis
- Real-time cyber monitoring
This unit aims to support proactive policing strategies across the State.
5. Cyber Incident Response & Digital Security Unit (CYSEC)
The CYSEC unit will focus on:
- Cyber attack detection and response
- Government infrastructure security
- Threat mitigation strategies
- Cloud and edge intelligence integration
- Supply chain forensics
- Cyber security services for government and private entities
The Government has also proposed revenue-based cyber security services for private organizations.
6. Cyber Training, Awareness & Administration Unit (CYCORE)
This unit will conduct:
- Specialized training for police personnel
- Capacity-building programs
- Cyber awareness campaigns
- Skill enhancement initiatives
- Development of cyber education materials

The unit will also manage public awareness programs to educate citizens about cyber safety and online fraud prevention.
Focus on Training and Capacity Building
The Government has emphasized the importance of continuous training for police personnel working in cyber domains. The Cyber CoE will establish structured training mechanisms, refresher courses, technical certification programs, and standardized evaluation systems to ensure a highly skilled cyber workforce.
Regular High-Level Reviews
To ensure operational effectiveness, the Cyber CoE’s work and strategic plans will undergo:
- Quarterly reviews by the Additional Chief Secretary/Principal Secretary, Home Department
- Half-yearly strategic reviews chaired by the Chief Secretary of Gujarat
Strengthening Gujarat’s Cyber Security Ecosystem
The establishment of the Cyber Centre of Excellence marks a significant milestone in Gujarat’s efforts to build a modern and technology-driven cyber policing framework. By integrating advanced cyber intelligence, AI-driven policing, digital forensics, and specialized training under one umbrella institution, Gujarat aims to become a leading state in cybercrime prevention and cyber security preparedness.
The resolution has come into force with immediate effect following its issuance by the Home Department, Government of Gujarat.
